Surprise
I don't really care for the cliche "St.Peter at the gate" that much, but it IS very recognizable and does simplify the story telling. So there you have it. And it is a rule of some kind that he must be reading the "Book of Life" data from whatever the current tech is... a couple years ago it would have been a CRT, and a few years before that, a mono-tone-green-monitor/computer/keyboard-in-one unit. I suppose that in Heaven's Gate cartoons in the near future Peter will be looking at a hologram image or perhaps a retina projector.

Blue-3
for more about this image and how it was created.
In fact the hero of this story is also not very original. I didn't do any searches to see if it has been done, but I suspect that it must have by somebody somewhere. Could there be anyone better to fight against a color robbing bad guy than someone whose own super identity contains all colors of the spectrum? I think not. So we will call upon Prism to save the day and the world!

I suspect that these two may actually be related somehow. They both have deep blue skin under all that Spandex and cotton. So often is the case in the super-world... two very similar characters go very different directions.
His therapist tells us that young Barry was teased for using too much blue in grade school art classes. He was nicknamed "Blue Barry" throughout grade school and into high school. He put all of his ambitions into revenge against the world.
Early attempts were aimed at removing the source of the pain... the taunting name Blue Barry. But before long he realized that if blue was what people hurt him with, he would embrace it and turn it against them. And if people were so concerned with not wasting blue paint and crayons, then perhaps this would be the very commodity he could exploit to gain power...
(It's very handy in the super-comix world that you do not have to pay any attention to real science. )
